Isn’t this a niche subject?

In Germany, a good 3,000 coastal skipper tickets are issued each year, and the trend is downwards: in 2013 it was 5,209, by 2022 only 3,306. Very few graduates go on to take charge of a vessel on their own responsibility. Not because they lack the seamanship, but because the training does not deal with the moment of taking on responsibility. You train them for the ticket; we turn the ticket holder into somebody who genuinely takes charge.
